Essentially this is to authorise the payment and to block the card for the total amount of the purchase i.e. capturing the payment but not giving the go ahead to finalise the transaction process. This allows you to check the risk with Stripe Fraud tools and possibly contact the buyer to double check everything before accepting the sale. At this point there are no refund fees if you decide not to go ahead with the sale. If you decide to proceed with the transaction and wish to accept the sale - you will need to login to Stripe and click Capture payment. This will start the transfer of funds to your account as before which was automatic. At this point if you wish to make a refund then Stripe's refund fees will be applied. So essentially Authorise and Capture gives you greater control over transactions you wish to accept or decline without incurring any fees in the process.
